Moses reported this to the Israelites, but they did not listen to him because of their discouragement and harsh labor.
God told Moses that he would deliver the Israelites from Pharaoh’s hand. So Moses “reported this” to them.
The key phrase is “reported this”.
“This” that he had heard from the Lord is what he reported.
